Aizawl (Mizoram), June 2: Mizoram Chief Minister Lalduhoma said that the state government is eligible to receive an incentive worth Rs. 650 crore under Special Assistance to States for Capital Investment (SASCI) programme for the current financial year.
Addressing a meeting-cum-workshop on SASCI and Real-time System of Integrated Quick Transfers (SNA SPARSH) in Aizawl, Lalduhoma, who also holds the Finance portfolio, said technological advancements have transformed the way Central funds are received and managed, making financial administration more efficient and transparent.
He said that since SNA SPARSH has become the principal platform through which the state receives and manages a significant portion of its funds, it is essential that all concerned departments have a clear understanding and knowledge of its operation to ensure smoother implementation of schemes.

During the event, Lalduhoma highlighted that Mizoram had received an incentive of Rs. 350 crore under SASCI Part 9 for Efficiency in Financial Management due to its strong performance and coordinated efforts during the previous year.
He said the state government is determined to secure all reform-linked incentives available under various SASCI components during the current financial year as well.
To facilitate this objective, the government has delegated financial powers to all administrative heads under the Charter of Financial Advisers to streamline and expedite the issuance of administrative approvals and expenditure sanctions, he said.
The Chief Minister emphasised the importance of timely fund utilisation, stating that departments must promptly utilise funds once sanctions are received and ensure SNA SPARSH accounts are closed without delay.

He further called for the swift preparation and submission of Utilisation Certificates to avoid bottlenecks in fund management. Lalduhoma noted that under the ongoing SASCI programme for 2026–27, Mizoram is eligible for incentives amounting to Rs. 650 crore under parts 4 and 9 of the SASCI programme.
He urged all departments to work collectively and diligently to ensure that Mizoram secures the full amount available as it would significantly benefit the state.

The Chief Minister further informed the participants that under the revamped SASCI Part 9 framework, all schemes will have to be implemented through the Direct Benefit Transfer (DBT) mode.
The requirement will also apply to State Welfare Schemes, making adoption of the DBT system mandatory for all departments, he added.
