New Delhi: The Lok Sabha on Friday passed the Registration of Births and Deaths (Amendment) Bill, 2026 amid noisy protests by opposition members over the alleged police action against students demonstrating on the NEET issue.
Minister of State for Home Affairs Nityanand Rai moved the Bill for consideration and passage when the House reconvened at noon after an earlier adjournment. The legislation was passed amid continuous sloganeering from opp
osition benches and without a discussion.
The Bill seeks to amend the Registration of Births and Deaths Act, 1969 to make provisions for delayed registration of births and deaths more stringent and encourage timely reporting of such events.

Under the proposed amendments, if a birth or death is reported more than one year but within two years of its occurrence, registration can be carried out only with the approval of the District Magistrate, Sub-Divisional Magistrate, or an Executive Magistrate authorised by the District Magistrate after verification of the authenticity of the claim.
For cases reported after more than two years, registration will require an order from a Judicial Magistrate of the First Class. The Bill also mandates verification of the authenticity of the reported event before permission for delayed registration is granted.
Parliamentary Affairs Minister Kiren Rijiju criticised the opposition for disrupting proceedings and not participating in the discussion on what he described as an important piece of legislation. He said the government had allotted time for debate through the Business Advisory Committee and had repeatedly appealed to opposition parties to take part in the discussion.
Earlier in the day, both Houses of Parliament witnessed repeated disruptions as opposition members demanded a statement from Union Home Minister Amit Shah on the alleged police action against students protesting over the NEET issue.
Following the passage of the Bill, the Lok Sabha was adjourned for the day. Both Houses will now reconvene on August 3.
