Sustained efforts must for pushing semiconductor effort: MeitY Sec

"We need a sustained effort between Government and industry for at least another decade, or even a decade and a half, before India becomes a force to reckon with in semiconductors. Semicon India Programme 2.0 provides us with the opportunity to build a globally competitive semiconductor ecosystem and accelerate India's journey towards self-reliance," said S Krishnan, while delivering the Keynote Address at the CII Conference on Advancing Atmanirbharta in Semiconductor Design & Manufacturing.

Addressing the inaugural session of the conference, Shri S Krishnan highlighted that Semicon India Programme 2.0 marks a significant evolution from the first phase by adopting a comprehensive ecosystem approach encompassing semiconductor design, manufacturing, advanced packaging, equipment, materials, chemicals, gases, research and development, and skilling.

He further noted that advanced packaging presents a significant opportunity for India to rapidly build global competitiveness while continued investments in research, innovation and talent development will enable the country to steadily move up the semiconductor value chain.

He emphasized that Union Cabinet’s recent approval of Rs 1.9 lakh crore for the MeitY, comprising Rs. 1.27 lakh crore under Semicon India Programme 2.0 and Rs. 62,500 crore for Mobile Phone Manufacturing Scheme(MPMS) shows Government’s sincere commitment to develop India’s Semiconductor and Electronics manufacturing ecosystem.

Krishnan highlighted that under the Semicon India Programme 1.0, three semiconductor fabrication facilities have already been approved and are currently under construction.

Building on this momentum, the Government aims to establish four to five additional fabrication facilities, including CMOS, memory, logic, display and compound semiconductor fabs, to strengthen India's capabilities and position the country as a globally competitive player in the semiconductor ecosystem.

Neha Kumari, Mission Director, Gujarat State Electronics Mission, Government of Gujarat, said, "Dholera is more than a semiconductor park; it is India's Semicon City, designed to support the complete value chain from manufacturing to innovation." In her address, Ms Neha Kumari highlighted Gujarat's vision of developing India's most comprehensive semiconductor ecosystem through world-class infrastructure, policy stability, skilled talent and strong execution. She noted that the State is creating an enabling environment where companies can rapidly transition from investment decisions to commercial production while fostering a vibrant ecosystem of manufacturers, suppliers, service providers, research institutions and startups.

Himanshu Kaushik, Managing Director, UP Electronics Corporation Ltd., Government of Uttar Pradesh, said, "Uttar Pradesh is committed to creating a globally competitive semiconductor ecosystem by providing investor-friendly policies, world-class infrastructure and strong institutional support for the industry."

He highlighted the State Government's commitment to strengthening India's semiconductor ecosystem by fostering an enabling business environment, facilitating investments, developing future-ready infrastructure and promoting industry-academia collaboration.

He noted that Uttar Pradesh aims to emerge as a preferred destination for semiconductor manufacturing and electronics value chain investments through proactive policy support and a long-term vision for technology-led industrial growth.

Inderdeep Singh, President & Managing Director, Continental Device India Pvt. Ltd., said that semiconductor manufacturing requires sustained investments, continuous technology upgrades, disciplined process control and an unwavering commitment to quality. He further highlighted India's significant opportunity to emerge as a global leader in power semiconductors and wide-bandgap technologies such as Silicon Carbide (SiC) and Gallium Nitride (GaN).

Dr Sandeep Kumar, Chief Executive, L&T Semiconductor Technologies, said, "The coming decade belongs to nations that can convert semiconductor capability into innovation, products and global competitiveness."

Anand Kumar, Managing Director, STMicroelectronics, said, "Strategic independence begins with self-reliance. India has the talent and policy support; the next imperative is to strengthen system architecture and create sustained market demand that can transform capability into global competitiveness."
